It is absolutely true, i have that problem with an i9300 right now. Right now my best bet is to use a box i have in here that has SGTool in order to try to unlock it. Problem is, SGTool for some reason is not working on my laptop. So if i dont manage to open(Since it doesnt even open right now) i will have to buy a code. Anyway, I think i can help some people with this post. Here in PR the carrier ClaroPR has been selling their phones with the so called hard locks right from the first Galaxy S phone they sell(i9000 in their case). So all i can say is that if you dont want to end up with that issue all you need to do is flash the phone with an unbranded firmware before trying to unlock it. If you do, you should not
